Abstract: | This document is the result of the research carried out in order to know and analyze the contributions that SECOP II makes with reference to the PPIA Comprehensive Anti-Corruption Public Policy, which in its action plan frames five strategies: 1. Strategy for improving access and the quality of public information. 2. Strategy for the strengthening of public management tools for the prevention of corruption. 3. Strategy to increase the incidence of social control in the prevention of corruption. 4. Strategy for the promotion of integrity and the culture of legality in the State and Society. 5. Strategy to develop tools to fight against impunity in acts of corruption. The above contribute to the fulfillment of the central objective of the document Conpes Number 167, which specifies: “strengthen the tools and mechanisms for prevention, investigation and punishment in the fight against corruption in the public and private spheres, with national and territorial impact , within the framework of the national component of the Comprehensive Public Anti-Corruption Policy (PPIA), in order to reduce the negative economic, social, political, legal and ethical effects that derive from it, seeking to positively impact the human development of Colombians”. To this end, the nature of the anti-corruption policy and SECOP II as a tool derived from it was investigated, inquiring about Colombia Purchase Efficient as the leading entity in the contracting processes, SECOP I, SECOP II. For this purpose, a brief survey was applied to users of the platform belonging to some of the State Entities that already implemented and made their transition from SECOP I to SECOP II. 1. The consolidation of the results of the survey made it possible to analyze the advances of the platform in its two versions and the analysis of the information fields of the current platform, as well as to demonstrate and conclude the strengths and weaknesses presented by the new transactional platform, as well as the approach of some recommendations that Colombia Purchase Efficient could take into account for the improvement and optimization of the platform. |
Description: | El presente documento es el resultado de la investigación realizada con el fin de conocer y analizar los aportes que el SECOP II hace con referencia a la Política Pública Integral Anticorrupción PPIA, la cual en su plan de acción enmarca cinco estrategias: 1. Estrategia para el mejoramiento del acceso y la calidad de la información pública. 2. Estrategia para el fortalecimiento de las herramientas de gestión pública para la prevención de la corrupción. 3. Estrategia para incrementar la incidencia del control social en la prevención de la corrupción. 4. Estrategia para la promoción de la integridad y la cultura de la legalidad en el Estado y la Sociedad. 5. Estrategia para desarrollar herramientas para luchar contra la impunidad en actos de corrupción. Las anteriores contribuyen al cumplimiento del objetivo central del documento Conpes Número 167, el cual especifica: “fortalecer las herramientas y mecanismos para la prevención, investigación y sanción en materia de lucha contra la corrupción en los ámbitos público y privado, con incidencia nacional y territorial, en el marco del componente nacional de la Política Pública Integral Anticorrupción (PPIA), con el fin de reducir los efectos negativos de tipo económico, social, político, jurídico y ético que se derivan de esta, buscando impactar positivamente el desarrollo humano de los colombianos” . Para ello se investigó sobre la naturaleza de la política anticorrupción y del SECOP II como herramienta derivada de la misma, indagando sobre Colombia Compra Eficiente como entidad dirigente de los procesos de contratación, el SECOP I, el SECOP II. Para tal fin, se realizó la aplicación de una breve encuesta a usuarios de la plataforma pertenecientes a algunas de las Entidades Estatales que ya implementaron e hicieron su transición del SECOP I al SECOP II. La consolidación de los resultados de la encuesta realizada permitió analizar los avances de la plataforma en sus dos versiones y el análisis de los campos de información de la actual plataforma, además de evidenciar y concluir las fortalezas y debilidades que presenta la nueva plataforma transaccional, así como el planteamiento de algunas recomendaciones que Colombia Compra Eficiente podría tener en cuenta para el mejoramiento y optimización de la plataforma. |
